Rockstar tightens mod guidelines for GTA 6 and bans unauthorized commercialization
Rockstar Games has updated its mod guidelines for Grand Theft Auto 6, saying third-party mods are not endorsed and banning unauthorized commercialization.
- The studio says it does not officially endorse third-party mods and sets limits around scripts, maps, vehicles, weapons, clothing, and NPC behavior.
- Unauthorized commercialization of mods is explicitly banned, though how Rockstar will enforce that has not been confirmed.
What happened
Rockstar Games has published a new version of its mod guidelines on its Community Resources page. According to reporting, the update became visible in September 2026, at a time when Grand Theft Auto 6 is firmly in the spotlight.
In the revised text, Rockstar makes clear that it does not officially endorse third-party mods. For PC single-player mods, it also states that permission to mod is not a license and does not amount to endorsement, approval, or authorization of an external project.
The guidelines define modding broadly. In addition to scripts and code, that includes custom maps, vehicles, weapons, clothing, and NPC behavior. At the same time, Rockstar bans the use of other people’s IP, pornography, bullying, glorification of violent extremism, and the addition of characters, maps, or assets from other games.
Commercial exploitation also gets a clear boundary: unauthorized commercialization of mods is not allowed. Sources link that tightening to discussions around GTA 6 RP servers, but it has not been confirmed that Rockstar wrote the rules specifically for that type of project.

Background
Rockstar has long had documentation around modding. The guidelines state that multiplayer modding is limited to Rockstar Games’ official licensed Creator Platform, or must otherwise be explicitly licensed by Rockstar.
For PC single-player mods, Rockstar notes that such permission is not a license and does not imply endorsement, approval, or authorization of a third-party project. That wording lines up with the new guidelines now made more broadly visible across multiple Rockstar titles.
The available context also notes that Rockstar has taken action against fan projects in the past when they did not meet the guidelines. Which GTA 6 mod types will ultimately be allowed has not yet been confirmed based on the current information.
